From shop-floor loudspeakers to cyberspace: Bringing official information closer to workers

Official information goes far beyond formal documents, conferences, online portals, or mainstream press. In labor-intensive textile and garment factories, a brief broadcast over the shop-floor loudspeakers can serve as a vital touchpoint, helping workers understand policies, share their thoughts, and build trust. From factory floor loudspeakers to digital platforms, the Vietnam Textile and Garment Trade Union’s model has helped bring official news closer to workers through content that is easy to listen to, easy to understand, and widely accessible across both the workplace and cyberspace. Amid the proliferation of media channels and platforms, this model must adapt to innovate and reach textile workers in the most practical and effective way possible.

The Sounds of Daily Life

In a labor-intensive production environment where workers rarely have time to read lengthy documents or attend numerous meetings, internal broadcasting systems have become an effective communication channel. They help connect the Party organization, enterprise, and trade union with employees through brief updates on policies, occupational safety, business operations, and Trade Union news.

According to workers at Garco 10, radio broadcasts scheduled at appropriate times allow them to easily absorb information while working, especially since they have limited opportunities to follow other media channels.

Since 2020, the Vietnam Textile and Garment Trade Union has rolled out periodic audio bulletin to grassroots trade unions. This model proved highly effective during the COVID-19 pandemic and continues to suit the assembly-line nature of the textile and garment industry. Broadcasting directly on the factory floor ensures information is delivered quickly and to the right audience without disrupting production, while allowing repeated broadcasts to maximize propaganda effectiveness.

Delivering Official Information to the Shop Floor

Currently, the Vietnam Textile and Garment Trade Union’s audio bulletin has been rolled out to 100% of grassroots trade unions, broadcast directly across shop floors, cafeterias, or canteens, and published on the web portal, YouTube, and Facebook fanpage so workers can listen again at any time. The program’s content goes beyond promoting policies, guidelines, and laws—it also updates information on labor, employment, union activities, legal counseling, life skills, and exemplary role models. Additionally, the “Workers’ Bridge” feature offers music dedications, worker reflections, poetry, and short stories, helping official news become more approachable and relatable.

Each broadcast is created through a collaborative effort between the Vietnam Textile and Garment Trade Union and grassroots trade unions. The sectoral union guides the topics, edits, and produces the content, while local unions select the broadcast times and gather employee feedback to propose adjustments. As a result, the bulletin serves not only as a communication channel, but also as a bridge connecting the Trade Union with workers while enabling two-way communication.

To date, the Vietnam Textile and Garment Trade Union has produced 112 audio episodes. Survey results show that this is one of the most effective channels for reaching workers across the industry. Moving forward, communications will continue to innovate by combining internal broadcasts with digital platforms such as YouTube, Facebook fanpages, Zalo, infographics, and podcasts, while strengthening two-way feedback mechanisms to better meet workers’ needs and boost overall messaging impact.

Safeguarding the Party’s ideological foundation within labor-intensive textile and garment enterprises cannot be separated from the tasks of caring for workers, stabilizing their ideological mindsets, building harmonious labor relations, and reinforcing their trust. “From the factory floor to cyberspace” is not merely a statement about communication channels; it represents a journey of innovating methods of leadership, advocacy, and mobilization in the new era. The shop-floor broadcast model of the Vietnam Textile and Garment Trade Union serves as a concrete example of this. The greatest value of this model lies in a core principle: to safeguard the Party’s ideological foundation from the grassroots level, official information must reach workers in a simple, accessible, easy to receive, and adaptable manner. When workers hear correctly, understand correctly, feel heard, and are well cared for, they develop immunity to misinformation and a conscious desire to contribute to overall development.
